Ten jobs, not every town
Everyone "serves all of Charlotte," and Google doesn't believe it. A town gets its own page when it's where your work really is (2 of your last 10 jobs) or where you've decided to grow (up to 3). Every other town within your drive goes on one service-area page.
Three top services
A homepage can lead with 3 things. Those get the deepest pages; everything else you do still gets a page, and anything you'd rather not do stays off the site.

Past that, town pages get thin and start to read as copies. Five real ones beat fifty that only swap the town name.
